The Infrastructure Programme Helsinki is a comprehensive package of three projects that plan and build the urban environment of the future in different parts of Helsinki. The tramway project supports the city's growth by facilitating smooth transportation and creating inviting urban spaces.
The Infrastructure Programme Helsinki is an extensive urban development programme of the City of Helsinki, which plans and builds the tramway, street and urban environment of the future in the areas of western, northeastern and northern Helsinki, as well as the inner city. The programme consists of three major rail transport projects: West Railways, West Harbour Light Rail and Viikki-Malmi Light Rail.
The programme will build new rail connections, a street environment, municipal technology and high-quality bicycle and pedestrian connections. The implementation areas are located in western, northeastern and northern Helsinki, as well as in the inner city.
The infrastructure program is implemented as a cooperative program entity, in which the contracting parties are the Helsinki Metropolitan Area City Traffic Ltd, the City of Helsinki and HSY. The service providers are YIT, Destia, WSP, NRC, Sitowise and Sweco.
The first is the Western Tramway, with which the tram network in western Helsinki is being extensively renewed. The construction of the Länsiratikat project is progressing towards the beginning of the 2030s, when the light rail line 14 will start operating.
The West Harbour Light Rail project is expected to last from 2027 to 2034 and includes phases from planning through the development phase to construction and finally traffic. The West Harbour light rail line will be built in two stages – Kaisaniemenkatu, Kamppi, Ruoholahti and Jätkäsaari between 2027 and 2029 and the Kaivokatu section in the early 2030s.
In turn, the Viikki-Malmi light rail will proceed in accordance with the City Council's decisions in 2025–2026.

The tramway project requires demanding rail traffic and street infrastructure construction, as well as close coordination with other projects in the city centre area. In addition, the entity requires extensive project management and exceptionally multi-actor alliance-like cooperation. The design and implementation of quality corridors for urban spaces and cycling must be of high quality.
In addition, the project requires construction in the lively city centre, demanding traffic arrangements and active communication at all stages of the project.
