The Tuusula Focus Area is a cornerstone of the municipality’s vitality, combining logistical accessibility, sustainable development, and strong employment potential. In this interview, Project Manager Petteri Puputti and Tuusula’s Business Development Manager Toni Popovic explain the significance of Sammonmäki for the entire Focus Area, why the location is exceptionally competitive, and how the area is becoming an internationally attractive business hub.
The Focus Area is a new business district being developed in Tuusula in an excellent logistical location. Focus brings jobs and tax revenue to the municipality and increases its appeal as a residential area. The establishment of workplaces in the municipality strengthens Tuusula’s overall vitality.
“We have conducted an impact and assessment study of the area, and if the estimated floor area for development in the Focus Area is fully realized, the direct employment potential is about 8,200 person-years per year. That is a huge amount compared to the current number of employed people in Tuusula — Focus elevates the municipality to a completely new level. This is a highly significant investment for the municipality’s vitality,” Puputti says.

Vitality is one of the most important factors for municipalities, especially since social and health care services were transferred to wellbeing service counties. The municipality’s key responsibilities now focus on education and vitality, which is also emphasized in the municipal strategy: promoting vitality is one of its three cornerstones.
“In practice, the strategy is reflected in the council term objectives, which include the development of emerging business districts. Developing these areas promotes employment and economic growth. Business districts, and particularly the Focus Area, are strongly embedded in all municipal activities,” Popovic explains.
The local detailed plan for Sammonmäki has been the most critical and significant milestone for initiating the Focus Area. It is the first major plan in an excellent location at the forefront of the entire area. Sammonmäki essentially represents the starting point for the whole Focus Area. After a long wait, concrete progress is now visible.
A unique aspect of Sammonmäki is that the municipality has not been alone in its development. YIT has been responsible for planning the area and is the project constructor, while Logian participates as an investor. Having such partners involved is important for the profiling and development of the entire area.
Often, the first companies — especially the largest ones — significantly influence how an area evolves. Therefore, these early operators have an emphasized role in defining the direction from here on, Puputti and Popovic note.
“We see the location of Sammonmäki as the project’s key strength. The area already benefits from excellent connections: proximity to the international airport as well as Ring Road III and Tuusulanväylä make the location fundamentally strong. According to the municipality, Sammonmäki is even the best location in Tuusula for business activities, as there is no other equally central and southern junction with comparable transport links. And the location will become even better in the coming years as transport connections continue to develop.
The most significant future improvement is Ring Road IV (Kehä IV), which is expected to soon proceed to the planning phase. This new route will further increase Sammonmäki’s profile and accessibility. Overall, the location is not only strong now but continuously strengthening — making it one of Sammonmäki’s most important success factors,” Puputti and Popovic explain.
“From the municipality’s perspective, Sammonmäki’s competitiveness is based primarily on its logistical accessibility. It is efficiently located between two of Finland’s most important logistical corridors: Lahdenväylä and Hämeenlinnanväylä. In relation to the Helsinki metropolitan area, the location is exceptionally advantageous: on the map, Sammonmäki sits directly ‘above’ Helsinki, enabling relatively short and balanced distances in all directions.
Another key strength is access to labor. Sammonmäki is close to the region’s strongest labor markets, meaning skilled workers are easily available from a wide area. The location is suitable for many types of companies: space-requiring operators, manufacturing companies, and organizations involved in research and development activities. The area’s versatility is a clear advantage,” Popovic says.

Sustainable development has also been taken into account in the planning. Improvements in the logistical network inherently reduce emissions, but the area is also being designed to include charging stations for heavy electric vehicles. Opportunities to utilize waste heat internally within the area have also been explored. The supporting infrastructure is still under development, and many solutions will be implemented later as construction progresses, but the ambition level for sustainable development is high. A unique feature of Focus Area is that the municipality holds a strong position in the area’s development due to its extensive land ownership. This enables Tuusula to choose appropriate operators for the area and to promote responsible solutions throughout the development chain — from infrastructure and public transport to energy and heating solutions. The goal is to build a new kind of, well-planned business district that stands out from earlier projects, with Sammonmäki forming an integral part of the whole, Popovic adds.

Tuusula ensures the competitiveness and attractiveness of the Focus Area through close collaboration with the City of Vantaa, wide range of corporations, and other key stakeholders, so that the area develops into a seamless and efficient business environment across municipal borders. The large scale of the area requires broad networking and coordinated communication, helping companies recognize the opportunities provided by airport proximity and enabling them to build their future around a sustainable, modern, and well-connected business hub. Tuusula is committed to ensuring that the development of the area is economically, socially, and environmentally sustainable — strengthening its appeal in the long term, Puputti concludes.
